GRADE G10 Salary £50,826 - £55,017 per annum
We are currently recruiting an ambitious individual for the role of Treasury Manager in the award winning OneSource Pensions and Treasury shared service team dedicated to excellence by delivering a first class professional ‘business critical’ service to our partner authorities. At oneSource we are keen to build on existing capacity to challenge expert advice, add resilience and develop effective treasury strategies to support the Budget Strategy and strategic objectives of our partner authorities.
You will be at the fulcrum of designing and implementing new operational systems and procedures where you can stamp your mark in delivering a leading edge professional treasury service, gain sector recognition and promote the oneSource brand. In return we will invest heavily in your training and development to give you the necessary skills and knowledge backed up with a friendly and supportive team.
Our partner authorities have exciting, ambitious and complex capital programmes which require innovative smart solutions to meet their borrowing and sophisticated reporting requirements. You will also be responsible for managing a large and regulated investment portfolio, maximising risk adjusted returns that will earn you profile and prestige with the leadership of the partner authorities.
About the Job
The post-holder’s primary activity is to manage on a day to day basis the work and effectiveness of the Treasury Management functions.
To develop and lead the authority’s Treasury function to support capital investment and to minimise net borrowing costs
The post-holder will prepare Treasury Management Strategy and plans that enable the costs to be minimised commensurate with the with the authority’s accepted risk appetite.
The post-holder must develop and maintain effective working relationships with colleagues to take account of the needs of the authority as a whole and support the treasury function across all partner authorities where required
Preparing the treasury elements of the statement of accounts in accordance with statutory requirements, ensuring presentation in an accurate and timely manner.
This post will be on London Borough of Havering Terms and Conditions and based at offices in the Central Library complex in the London Borough of Havering. Travel between other offices that are part of oneSource may be required.
Along with a full CCAB accounting qualification or extensive treasury experience, you will possess a firm knowledge of treasury policy and practice in the public sector. Moreover, this is a post that requires considerable responsibility and an ability to work effectively under pressure at peak periods, comfortable with making multi million pound transactions and possesses the utmost integrity. An ability to actively network, an excellent communicator, numerate and drive to identify and implement best practice, good at financial modelling are qualities required by this role.
