one source is the in-house shared service function supporting both London Boroughs of Havering and Newham. Through our shared service model we provide a full range of back office services for the Boroughs consisting of, HR&OD, Payroll, IT, Facilities Management, Finance, Legal, Property and Asset Management.

The  HR Consultant is aligned to the HR & OD Team, supporting the one source shared service. Taking a customer focused approach, we want to improve the way we analyse, improve and promote the delivery of our services to stakeholders.

About the role

The HR Consultant role is key to supporting Havering Council’s aspirations to become an agile organisation working within a new target operating model. ‘Remote working by default’ is the Council’s delivery programme to transition and socialise the workforce into new ways of working. The HR Consultant will play an instrumental role in providing support to drive this programme forward, working with the Senior HR Consultant to ensure a timely and on budget programme delivery.

You’ll work closely with colleagues across the HR&OD service and multi-disciplinary teams across the council.  The teams include but not exclusively, IT, Health and Safety and Communications. You’ll work with Trade Unions, assisting with corporate consultation activities.

You will provide support to projects to attain outcomes that achieve organisational priorities and delivers projects on time and within budget.

To support the work of the programme the key priorities are summarised under the following headings: 

  • Work Styles (will be used to determine appropriate contract clause describing work location) 
  • Variation of employment contracts (dependant on workstyle) 
  • Policy framework 
  • Communications and engagement 
  • Training and workshops 

About you

We’re looking for an HR professional with a broad knowledge and practical experience in HR best practice.  This includes supporting policy development, terms and conditions change programmes and working collaboratively with stakeholders.  You will be forward-thinking, customer focused, able to work innovatively and on your own initiative. You will possess excellent interpersonal skills to influence and persuade internal stakeholders.

You will possess first class organisation skills gained within a public sector, shared service or large multi-disciplinary environment. You will have the ability to use project management principles to effectively achieve project outcomes.
